- Not sure, but I would think it would be Barrow County Schools.

- Puts a limit on what we, the teachers and students can use.

it seems to me that CC would mean students *don't* have to be as careful about what they use (well, that's not completely true - but CC allows more use than "old-timey" copyright which gives students a larger selection from which to choose, because I believe there are more items available under creative commons than just allowed by fair use). I also think that - instead of putting a limit on what we can use - it opens the door for *more* material for us to use.
